The Governor of Victoria, Captain Sir Charles Hotham, RN, ordered the purchase of a steamship, HMCS Victoria, for the defence of the colony. The advent of war saw the passing in 1854 of a Volunteer Act in Victoria, leading to the formation of several volunteer rifle units in Melbourne and Geelong and a volunteer Yeomanry Cavalry Corps. An Act was passed in New South Wales also for the raising of a battery of artillery, a troop of yeomanry and a battalion of rifles, to be drawn from ‘highly respectable classes of persons’.
The 40th Regiment, for example, spent almost the whole of its first period of service – between 1824 and 1829 – in Tasmania, embarking for service in India in the latter year; in its second period, between 1852 and 1860, it was based in Melbourne and acted as an escort for the gold dispatched from the goldfields to Melbourne, and maintained law and order on the diggings. In this capacity it was involved in the armed mˆel´ee at Eureka near Ballarat in December 1854, acting in aid to the civil power and in support of the police in putting down the miners.
In any case, wars are not won by guerrilla methods alone.
